Order for a Large Hospital Equipped with Singapore’s First Proton Beam Therapy Facility

Shimizu Corporation (President: Kazuyuki Inoue) received an order from the Singapore Ministry of Health to build National Cancer Centre Singapore, a large hospital equipped with a proton beam therapy facility, and simultaneously began construction of Outram Road in southern Singapore. The order is valued at approximately 31 billion yen. This is the fourth order for a large hospital that the ministry has placed, following on the National Heart Centre, Yishun Community Hospital, and the Changi General Hospital Medical Centre.

National Cancer Centre Singapore will be a large hospital with 24 floors above ground, four floors below ground, and total floor space of 92,043 m2. The proton beam therapy facilities will occupy basement floors 2 through 4, and have the special feature of 2.5-meter-thick concrete to shield the radiation. The contract term is 37 months and Shimizu plans to complete construction by the end of May 2020.

The Singapore Ministry of Health adopted the ECI (Early Contractor Involvement) format when placing this order. The ministry first held a meeting to explain the bidding process to five companies from Japan, South Korea, and France that have extensive track records in building large hospitals in August of last year. The ministry then engaged in negotiations with the five companies on their individual proposals and estimates in September and November. Each company then submitted a final proposal and bid in December, based on the results of the negotiations. Shimizu was subsequently awarded the project following examination of the bids. Shimizu received high marks on the technical evaluation for our experience in building a proton beam therapy facility in Japan, our proposal to station the chief engineer who built that facility in Singapore, our construction plans, including the plans for the proton beam therapy facility, and other factors.

Demand for general hospitals and other medical facilities is high in Singapore, with its aging society, and construction plans are being drawn up for one location after another. Shimizu will continue its efforts on proposals for medical facilities, and will pursue orders for the construction work.
